Institutional Purpose versus Institutional Activities
It seems clear that Al Sur still needs to engage with what the body is supposed to BE (an initiator? coordinator? clearing house?... an agent in its own right on some matters and a coordinating mechanism on others?) as well as what it should focus ON in the way of activities.
Al Sur's current purpose is defined:
The fundamental purpose of Al Sur is to become a strategic space in which organizations that lead digital rights in Latin America can deepen their understanding of critical aspects, emerging trends and opportunities in the area and act strategically in collaboration for the advancement of those rights.
Within the framework of this purpose, the fundamental objectives of the consortium are:
· Promote member agreements on a set of priority areas for research, advocacy, and other actions.
· Coordinate a joint voice of the members in regional and international forums in the areas in which there is agreement by the member organizations, without prejudice to their being able to maintain individual action or direct collaboration.
· Promote projects that involve people who are not members of Alsur, both focused on digital rights and other rights related to gender, development and technology.
Nonetheless, there seems to be a degree of uncertainty as to how Al Sur adds strategic value to its members and to the cause of digital rights in Latin America.
Strategy versus Planning
For our purposes we will separate "strategy" - high level thinking about overall goals, high-level outcomes, etc... - from "planning" - agreement on specific goals, targets, timelines, activities.
Framework
Al Sur needs to agree on a "framework" for discussing and agreeing on strategy. The framework will address:
- Timeframe - what is the appropriate period for the strategy - balancing at least three questions:
- how long it takes to effect the change desired?
- how quickly do circumstances change in the field?
- how patient are our funders, supporters, board...?
- Specificity - does Al Sur - as an "initiative" need a strategy with
- quite specific goals or only more general ones?
- a "hierarchy" of goals (e.g. this goals requires these outcomes for which we have these targets...) or is this too complicated
- Language - what terms will we use for what elements )e.g. "Goal" or "Objective" or "Impact" or "Outcome"...?)
- Structure - how will we order the elements (e.g. Priority Areas > Goal (one?) > Outcomes (many?) > Targets...?)
Al Sur also needs to determine whether elements such as a Theory of Change are necessary, and if so, at what level (one across all areas? a TOC for each major area of work...?)
Process
Our proposed process is as follows:
- PART 1: Agreement on Al Sur's purpose as an institution
- Survey Al Sur members
- Discuss results, find agreement, negotiate compromise
- PART 2: Agreement on priorities for Al Sur activities over the strategy period
- Agree on framework
- Populate strategy initially
- Agree on strategy
- PART 3: Planning
- Determine which plans are needed and who will develop them
