It seems clear that Al Sur still needs to engage with what the body is supposed to BE (an initiator? coordinator? clearing house?... an agent in its own right om some matters and a coordinating mechanism on others? as well as what it should focus on in the way of activities

For our purposes we will separate "strategy" - high level thinking about overall goasl, high-level outcomes, etc... - from "planning" - agreement on specific goals, targets, timelines, activities.

Al Sur needs to agree on a "framework" for discussing and agreeing on strategy. The framework will address:
# '''Timeframe''' - what is a the appropriate period, for an institution like Al Sur - focused on issues of digital rights - to think strategically
